Ukraine's military intelligence service has not confirmed whether its personnel are deployed in Mali, even as a CNN investigation published in September details roughly 15 drone specialists operating there. The reported mission involves training, operational planning and remote support for drone operations alongside Tuareg separatist forces in the north. Ukraine's HUR did not answer specific questions about the deployment, and CNN's findings have not been independently verified by Deutsche Welle.

The stated objective of the reported operation is to pressure the military government in Bamako and its Russian allies. Russia replaced the Wagner Group with the Africa Corps in 2025 to consolidate its security partnership in the Sahel. Irina Filatova, a professor emeritus at the University of KwaZulu-Natal, said the Ukrainians regard Russian troops anywhere in the world as legitimate targets. Ulf Laessing, head of the Syria and Iraq program at the Konrad Adenauer Foundation, said the Africa Corps continues to use Syria and Libya as transit points for flights from Russia, including for refueling and loading.

Marta Oliynyk-D'omochko, coordinator of the African Studies Program at the National University of Kyiv-Mohyla Academy, said Ukraine's main interest is to weaken Russia's influence around the world. She characterized the arrangement with the Tuareg as tactical. "It is more of a situational alliance against a common enemy than a comprehensive partnership," she said. The FLA is focused on self-determination or extensive autonomy for northern Mali and is not seeking to replace the government in Bamako.

The Azawad Liberation Front, the Tuareg separatist group at the center of the reports, cooperates with Jama'at Nusrat al-Islam wal Muslimeen, a jihadist organization affiliated with al-Qaeda. Any Ukrainian support for the FLA does not prove direct support for JNIM, though jihadists could benefit indirectly through joint operations or access to equipment. Cooperation between Tuareg and Islamist groups dates back more than a decade. After Muammar al-Gaddafi was ousted in October 2011, armed Tuareg fighters returned to Mali; Iyad Ag Ghaly, who now leads JNIM, was involved in that rebellion before turning to jihadism.

Mali, Niger and Burkina Faso, all ruled by military governments, have severed diplomatic relations with Kyiv. In September, Mali's Foreign Minister Abdoulaye Diop told the United Nations that Ukraine was "providing clear and open support to terrorist groups and other mafia-like groups to undermine our country's territorial integrity." Diop did not provide evidence. Filatova and Oliynyk-D'omochko both said they have no independent evidence to confirm Ukrainian involvement in Mali.

Suspicions of a Ukrainian role date to July 2024, when DW reported on possible involvement by HUR in an ambush on Russian Wagner fighters near Tinzaouaten in northern Mali. HUR spokesperson Andriy Yusov said at the time that Tuareg rebels had received information they needed for the attack, while Ukraine denied direct involvement. Paramilitaries from the Wagner Group and Malian troops suffered heavy losses in that attack.

Kyrylo Budanov, now chief of staff to President Volodymyr Zelenskyy, wrote on X on September 7 that Ukrainian intelligence protects the country's interests worldwide, "from Russia to Africa .. in the burning desert sands and in the snows of icy Antarctica.." The post did not mention Mali or confirm any operation. DW asked HUR whether personnel had been deployed to Mali, whether political leadership approved such a mission, and what measures ensured JNIM does not indirectly benefit from Ukrainian support. A spokesperson said the agency might provide information at a later date.
